It takes two to make a quarrel.(要兩個人才能吵架),的確,一個人不能引起爭端,因此也是「一個巴掌拍不響」的意思。

Conversation
A: It's so maddening ! My neighbor's dog bit my beloved Kiki. I'm going to sue him!
maddening (adj.)
B: How did that happen? Isn't your neighbor's Labrador well-behaved ?
A: How would I know? We came across his dog while I was walking Kiki yesterday. All Kiki did was glare at it...
B: And then it came charging ?
charge (v.)
A: Well, Kiki did bark at him for quite a bit...
B: No wonder . It takes two to tango . You should just control your Kiki!
